DECISION OF THE GOVERNMENT OF THE RUSSIAN FEDERATION
NO. 413 OF AUGUST 16, 2004 ON THE MIGRATION CARD
In accordance with Article 25.9 of the Federal Law on the Procedure of the Departure from the Russian Federation and the Entry into the Russian Federation (Sobraniye Zakonodatelstva Rossiyskoy Federatsii No. 34, 1996, item 4029; No. 2, 2003, item 159), the Government of the Russian Federation resolves as follows:
1. To approve the appended Rules for Use of the Migration Card.
2. To lay it down that the migration card of a new pattern shall be put into effect as of January 1, 2005.
Migration cards issued before January 1, 2005 shall be valid on a par with migration cards of the new pattern and shall not be exchanged for new cards.
3. The Ministry of Internal Affairs of the Russian Federation shall:
- approve the instructions on the completion of the slip of the migration card;
- give explanations on the application of the Rules for the Use of the Migration Card, approved by the present Decision;
- together with the Federal Security Service of the Russian Federation endorse the sample of the slip of the migration card and technical requirements for its manufacture;
- ensure the manufacture of the migration card slips according to a uniform pattern;
- together with the Federal Security Service of the Russian Federation and the Ministry of Transport of the Russian Federation, determine the order of the supply with migration card slips of the state organs and organisations rendering transport services to the foreign nationals who enter the Russian Federation.
4. The Ministry of Foreign Affairs of the Russian Federation shall be instructed to inform foreign States about the use of the migration card on the territory of the Russian Federation.

The Rules for the Use of Migration Cards
(approved by Government Decision No. 413 of August 16, 2004)
1. The present Rules shall establish the procedure for the use of migration cards by a foreign national or stateless persons (hereinafter referred to as the foreign national) on the territory of the Russian Federation).
2. The migration card is a document that contains information about the foreign national who enters the Russian Federation, and also serves as an instrument of control over his temporary stay in the Russian Federation.
3. Migration card slips shall be issued free of charge to foreign nationals when they enter the Russian Federation by the officials of the organs of immigration (border) control or by the representatives of the organisations which render transport services to the foreign nationals who enter the Russian Federation.
4. Upon entry to the Russian Federation a foreign national shall be obliged to receive and fill in the migration card slip in the firm as per the Appendix.
5. The migration card slip shall be filled in in Russian.
If a foreign national has no complete command of the Russian language, he or she shall be allowed to provide information about himself or herself in Roman alphabet letters in keeping with the data of his or her identity card.
6. It is possible for someone to fill in the migration card slip instead of the foreign national who has no complete command of Russian or literacy or is legally incompetent, and also instead of a child under age by a another person.
7. A foreign national shall produce his migration card when he enters the Russian Federation the crossing point of the state border of the Russian Federation to the respective official of the organ of border control who shall put down a note in the migration card about the entry to the Russian Federation, if information in the migration card corresponds to the data contained in his visa and identity card.
8. For registration in the place of stay in the Russian Federation:
- a foreign national shall produce a migration card with a note on the entry to the Russian Federation together with the documents needed for registration with the territorial agency of the federal executive body in charge of internal affairs;
- a foreign national who has diplomatic privileges and enjoys immunities and his family members shall produce migration cards with a note on the entry to the Russian Federation together with documents needed for registration to the federal executive body in charge of foreign affairs.
On the basis of the submitted documents the corresponding executive body shall put down in the migration card a note on the registration of a foreign national at the place of his stay.
9. In case of the adoption in the statutory order of a decision on the change (prolongation or curtailment) of the period of the temporary stay of a foreign national in the Russian Federation the federal executive body in charge of foreign affairs or the territorial agency of the federal executive body in charge of internal affairs shall put down in the migration card a note on the change of the period of the temporary stay of the foreign national in the Russian Federation.

10. The migration card shall be kept by the foreign national during the period of his stay in the Russian Federation.
11. In the event of damage or loss of the migration card, the respective foreign national shall be obliged to in form of this within three days the nearest territorial agency of the federal executive body in charge of migration.
The said agency shall issue free of charge a duplicate of the migration card in the procedure prescribed by the federal executive body in charge of internal affairs upon the production by a foreign national of the documents, on the basis of which he entered the Russian Federation.
12. Upon his exit from the Russian Federation a foreign national shall be obliged to hand over his migration card at the crossing point across the state border of the Russian Federation to the respective official of the organ of border control.
The official of the organ of border control shall put down in the migration card handed over by the foreign national a note on his departure from the Russian Federation and shall hand it over to the official of the organ of border control.
Appendix to the Rules
for the Use of the Migration Card
The present migration card shall come into effect as of January 1, 2005
