DECISION 

On approval of

confirmation of a foreign citizen
or stateless AVAILABILITY OF FUNDS FOR LIVING
IN THE RUSSIAN FEDERATION AND
leaving the Russian Federation or to produce
WARRANTIES OF SUCH FUNDS when applying for visas or at the checkpoint on the state border of the Russian Federation

In accordance with "Article 27" of the Federal Law "On procedure of exit from the Russian Federation and Entering the Russian Federation" (Collected Legislation of the Russian Federation, 1996, № 34, Art. 4029; 1998, № 30, Art. 3606; 1999, № 26, Art.3175; 2003, № 2, Art. 159) The Government of the Russian Federation decrees:

1.To approve the "Requirements" on the confirmation of a foreign national or a stateless person, the availability of funds for their stay in the territory of the Russian Federation and the departure of the Russian Federation, or presenting the guarantee of such funds when applying for a visa in either at the check point at the Russian border.
2.Considered null and void "Requirements" of the presentation of foreign nationals and stateless persons to guarantee the provision of funds for their stay in the territory of the Russian Federation and the exit from the Russian Federation, approved by RF Government Decree of 1 October 1998 № 1142 "On the realization of certain provisions of the Federal Law" On procedure of exit from the Russian Federation and Entering the Russian Federation "(Collected Legislation of the Russian Federation, 1998, № 41, Art. 5020; 1999, № 40, Art. 4862).

REQUIREMENTS OF CONFIRMATION ON FOREIGN CITIZENS
or stateless AVAILABILITY OF FUNDS FOR LIVING
IN THE RUSSIAN FEDERATION AND
leaving the Russian Federation or to produce
WARRANTIES OF SUCH FUNDS IN HANDLING OF VISA OR
at a crossing point of the STATE BORDER OF THE RUSSIAN FEDERATION

1.These Requirements determine the procedure for confirmation of a foreign national or a stateless person, the availability of funds for their stay in the territory of the Russian Federation and the departure of the Russian Federation (hereinafter - the means to stay and departure) or to produce assurance of such funds when applying for a visa at the diplomatic or consular authorities of the Russian Federation or in a border control organ at a checkpoint at the border of the Russian Federation.
2.Confirmation of the availability of funds for accommodation and travel or "guarantee" of their provision is:
a) a letter of the inviting party, issued in the prescribed manner;
b) invitation a foreign citizen or stateless person in the Russian Federation, issued in the prescribed order by the Federal Migration Service or its territorial bodies, the Ministry of Foreign Affairs of the Russian Federation or its representatives in the Russian Federation;

c) duly executed an agreement on a guided tour of a foreign citizen or stateless person in the Russian Federation and a document confirming their acceptance of the Russian tourist company registered in the prescribed manner;
d) is valid for departure of the Russian Federation tickets or proof of purchase to guarantee transfer point on the territory of the Russian Federation in the case of transit through the territory of the Russian Federation.
3.Confirmation of a foreign national or a stateless person, the availability of funds for accommodation and travel or charge to ensure their provision is not required if:
a) following a business trip to a foreign mission, consular post, international organization, itsoffice or unit, accredited in the Russian Federation, or for other purposes, provided official business;
b) official visits to the Russian Federation;
a) conform to the Russian Federation of a family member of a foreign citizen working in the Russian Federation for cohabitation;
g) following the Russian Federation of the person recognized as a refugee in the Russian Federation.
